The Federation of University Sports of China（FUSC）has undergone 35-year fast development,from its establishment to its popularization and to its fast growth and now it has been all-around involved in international affairs.FUSC has made a remarkable progress in past 35 years.The foundation and development of FUSC have not only enriched the resources for the development of sports in China,which explored the development potential for university sports,but also set the goal for the development of university sports in China,which has constituted a steady management system,and set up a broad stage for university sports competition in China.
With the strategic goal to turn China into a strong country in the field of sports,the development of Chinese sports has entered into a new course.To develop sports in a scientific way has an important meaning for promoting the health quality of our nation and our living standard,for promoting the all-round development of human beings,the economic development of our society and the social sports development.Also it shoulders the responsibility to inspire national spirits and to enhance the national comprehensive strength.FUSC,as the sole social organization of university sports in China,has played a more and more important role in the cultivation of university students.With the advancement of China education system and sports system,the reform of university sports management in China has to be carried out,which needs to do in the following aspects:to do more research on the organization development,to realize the function of modern university sports,to promote the research on the theory of sports organization in China,to promote the development of university sports in China,to cultivate thousands of talents,and to fulfill our goal on how to turning China into a country rich in human resources.
This study,based on man's allover development theory,the system of management,organization theory,the development of theory,the scientific development theory,does a series of theoretical researches on reform and development of FUSC,by taking the methods of literature analysis,questionnaires,statistics,logical analysis,SWOT and so no.The study mainly focused on the development objectives of FUSC,its functions,position and influence,the development of strategies and development planning.Finally,the following conclusions were obtained:
First,the fundamental characteristic of FUSC is that FUSC is a standard,educational,non-profit,independent and voluntary organization for university sports in China.
Secondly,the development course of FUSC can be divided into 5 stages,that is,first-stage development,the initial development,steady development,the rapid development and high-speed development,according to its supervised organization and the changes of its management contents.
Thirdly,FUSC must take up all service function in management of our university sports and finally fulfill the goals to increase the participation of university sports and heighten the sports level,to enrich the university students'life,to promote the all-round development of university students,to promote the competition level among univeristies,and to build up an indepedant and perfect competition system among universities.
Fourthly,the management of FUSC should be based on Chinese reality and learn advanced experiences from other countries,which mainly rely on the management and service of social organization.The reform of FUSC focuses on the reform of its management and operation mechanism.The main goal of this reform is to seek out an efficient way to promote the all-round development of university students and the development of university sports,based on Chinese current reality.
Fifthly,the development of FUSC should focus on five points:development goals,policies,system,management and service.By optimizing its functions,FUSC will establish a sub-committee,named administrative committee.The administrative committee,with its business function and organization function,should establish 9 sub-committees,including academic research committee,supervision and arbitration committee,rectors'committee,media committee,business company,training base,student sports federation of all kinds（regional association,project alliance,academic and professional federation）,university and branch federations.
Sixthly,FUSC should improve FUSC's functions,strengthen the development of the legal system to ensure construction association,improve the management system of the business policy adjustments.FUSC should be more self-regulated and independent of the wards and strengthen the regulation of its business and regulate the management of its sub-branches and the development and exploration of the human resources.
Seventhly,promoting the multi-oriented marketing development of FUSC,building up a blueprint for the overall brand strategy and realizing its diversification of management,establishing self-financing entities can provide the financial guarantee for the development of FUSC.
